The idea is that at individual scales the additional load is ignorable, but at mass scraper levels it adds up and makes scraping much more expensive
From my first go-round with Magic , I remember Pit Scorpion from Legends, which seemed like a weird mechanic at the time and was difficult to build around, but that card basically had Poisonous spelled out - if it did damage, the damaged player also got a poison counter
